Cut Hair before CNY

Why must cut hair before CNY? Why must wear new clothes during CNY Day 1? What will happen if we did not cut hair and wearing old clothes?

I've been asking those who practicing it but none of them can give a satisfactory answer.

This is what I found on Wikipedia about CNY: People typically wear new clothes from head to toe to symbolize a new beginning. Wearing new clothes also symbolizes having more than enough things to use and wear in the new year. Wearing red is preferable because it will scare away evil spirits and bad fortune.

For a few years in the row, I haven't put on new clothes or cut my hair on the first day of CNY. I should start doing it next year! Besides new hair cut and clothes, it is also beneficial to get a new wallet to ensure not only continuity of good fortune, but also to attract new money  .

As for the consequences of not having a new hair cut and wearing old clothes, hopefully we will get some answers.

I've been more than 20 years not wearing new clothes and cut hair during CNY. Coz I believe if you are doing good last year we shouldn't change new look so that the good will continue to next next years. 

I learned from a master about 转运 (change luck) before CNY and you will get a red stamp chop at the back of your shirt. The criteria of 转运 is the person was having bad luck last year and wish to change bad luck to good luck. Whereas the one that was having good luck are not entitled to 转运. So that they can keep the good luck continue to next year.
